The Major Richard Star Act, named after a decorated war veteran medically retired due to combat-related injuries, aims to correct an injustice for approximately 50,000 combat-disabled veterans with fewer than 20 years of service by allowing them to receive both their full Department of Defense (DoD) retirement pay and Department of Veterans Affairs (VA) disability compensation without offset, which currently reduces their retirement pay by an average of $1,900 per month (per 2022 CBO data). The bill expands eligibility for concurrent receipt to Chapter 61 disability retirees with combat-related disabilities, removes the phase-in period for immediate full benefits, and amends Title 10 of the U.S. Code to enact these changes.
